Procurement policies provide for the fair and equitable treatment of all persons involved in public purchasing to maximize the purchasing value of public funds in procurement and to provide safeguards for maintaining a procurement system of quality and integrity. Charleston County Park & Recreation Commission maintains a public website that lists open, closed, and awarded bid and contract opportunities.

Formal solicitations are used for procurements estimated to cost at least $50,000.
- Small Purchase Request for Quotations: For purchases of goods or services between $5,000 and $50,000, departments may submit requests using the competitive three-quote method.
- Invitation For Bids (IFB): Lowest cost to meet minimum specifications - The contract may be awarded by the Commission, within 60 days by written notice to the lowest, responsible, and responsive bidder whose bid meets the requirements outlined in the IFB, as determined by the Commission.
- Request For Proposals (RFP) - Solicit proposals from prospective contractors on how they intend to fulfill the requirements and at what price. This allows proposals to be compared according to how well they meet CCPRC’s needs. Responses to an RFP are subject to negotiation after submittal.
- Request For Qualification (RFQ): A formal solicitation for particular types of professional services, such as architectural or engineering services. Firms are rated strictly on technical capabilities, experience and ability to complete the work in a timely manner.

Prequalification is not necessary, and vendors may register online to be notified of procurements issued over $50,000.00 for construction, consulting, and the purchase of goods and/or services.
Our Small Business Enterprise Program (SBE) policy applies to construction projects at or above $50,000 through the prime contractor and/or prime contractor and subcontractor, with a goal of 10%. We use the Charleston County SBE list and seek small, minority, women-owned firms that meet FEMA requirements.
